Konsumcannabisgesetz (KCanG) · since April 2024
Lübeck is the city of seven towers, so here is the cannabis law in seven. It took effect on 1 April 2024 and is still unchanged in autumn 2026, while an official evaluation runs. The rules are the same in Lübeck as anywhere in Germany.
The law covers people aged 18 and over. Below 18, possession, growing and consumption stay forbidden.
Outside your home you may carry up to 25 g. From 25 to 30 g you risk a fine; above 30 g it is a crime.
Per adult, locked away from children. Above 60 g, or with more than 3 plants, it becomes a crime.
No consumption within sight of schools, playgrounds, youth facilities, public sports grounds or clubs (up to 100 m from the entrance), in pedestrian zones from 7 am to 8 pm, or next to minors.
Non-profit cannabis clubs supply members who live in Germany: 25 g a day and 50 g a month, or 30 g with at most 10% THC up to age 21.
Selling, passing on and taking cannabis across a border remain crimes. For an adult over 21, giving it to a minor is an especially serious offence.
3.5 ng/ml of THC is the limit: €500, a one-month ban and 2 points above it. Zero tolerance under 21 and on probation.

Partly, since 1 April 2024: from 18 you may carry 25 g, keep 50 g at home and grow 3 plants. There are no shops, and selling stays a crime.
Not in pedestrian zones such as Breite Straße between 7 am and 8 pm, not within sight of schools, playgrounds, youth facilities or sports grounds, and never next to anyone under 18.
No. Taking cannabis across a border is a crime in Germany, and Sweden, Finland and the Baltic states punish cannabis possession.
From 18 to 20, clubs may give you only 30 g a month with at most 10% THC, and you must not drive with any THC. From 21, the club limit is 50 g a month and the driving limit is 3.5 ng/ml, unless you are on probation.
3.5 ng/ml of THC in blood for drivers aged 21 and over who are not on probation. Above it: €500, a one-month ban and 2 points, or €1,000 with alcohol.
